This service is on offer to people who may feel vulnerable and or isolated and may need help getting certain services or benefits etc.  LEARNING DIFFICULTY - This means that the person is differently abled and may find it difficult to learn certain skills. That is not to say they will never learn a particular skill just that it may take that person longer to learn. Everybody's learning difficulty is different - for one person it may be money, for another it may be reading and writing and for people who have severe learning difficulties communication may be their difficulty.
